De heer Vanlouwe antwoordt dat men ook moet lezen wat in punt 3 staat van de toelichting die aan dit voorstel voorafgaat : « Aldus worden alle Nederlandstalige zaken behandeld door een Nederlandstalige rechtbank, die territoriaal bevoegd is voor het grondgebied Halle-Vilvoorde-Brussel-Hoofdstad; de Franstalige zaken door een Franstalige rechtbank, die territoriaal bevoegd is voor het grondgebied Brussel-Hoofdstad : een horizontale, asymmetrische splitsing» (stuk Senaat, nr. 3-159/1, blz. 5, 3.1.1.).
M. Vanlouwe répond qu'il faut lire également ce qui figure au point 3 des développements précédant la proposition en question: « Toutes les affaires néerlandophones seront ainsi instruites par un tribunal néerlandophone, territorialement compétent pour le territoire de Hal-Vilvorde-Bruxelles-Capitale, les affaires francophones étant instruites par un tribunal francophone, territorialement compétent pour le territoire de Bruxelles-Capitale: il s'agit d'une scission, horizontale, asymétrique » (doc. Sénat, nº 3-159/1, p. 5, 3.1.1).
